Two curious muskrats - Stephanie and Lucas descend upon the state fair organized by Ms. Brooke Boothe under her persona the Moonlit Jester. But Brooke is hosting the fair as a ruse to try to force Mayor Frederick Eder to hand control of Madison, Wisconsin back to her own indigenous tribe using her grandfather's spell book she attempts to do so, until she is disrupted by the Cox teenagers - Rachel and Dylan after a successful fear spell on their father Peter. Peter on top of that, has to deal with his estranged brother - Edgar who assists Brooke and her schemes.
