In 1855, San Francisco is a wild and sin filled port of entry for the gold rush. When a gambler murders a Deputy US Marshal his prostitute mistress hires Memphis to deliver bribe payments to corrupt jailer Billy Mulligan. But Memphis' loyalty is to the other side. He becomes a double agent, working to free the gambler while secretly helping the people rid their city of corruption.
