The executive, legislative and judicial institutes of then are the bases of now, though I don't know exactly how infrastructure or locations translated. Would that have had something to do with how Academy numbers were assigned? You can guess a lot about someone by which Academy they went to but I'd never really stopped to wonder about how the Academy numbers were assigned. I remember looking at an ordered list and it jumped around on the world map but at the time I was concerned with what they offered for pilots so I could be completely off target."
