How do you fight a pandemic?

"First contact? I'm not the right person to ask. Um. But I can try?"
[Shifts uncomfortably in seat]
"About a century ago, there was a World War and an influenza pandemic that converged into a panic felt throughout the planet. A diplomatic commission from the G.A. arrived during that turbulent time offering not only what would go on to wipe out the influenza outbreak but the technology that disproved it was an event triggered by the arrival of the ucrnu on Earth. That time it wasn't the ucrnu but there was no telling when it would be so Earth accepted the offer to integrate — the army, no relation to planet-bound officers- I heard somewhere that 'navy' didn't always refer to medical officers but I'm not too clear on what it used to mean."
[For a moment gazes as if having concluded]
"Ah! The executive, legislative and judicial institutes of then are the bases of now, though I don't know exactly how infrastructure or locations translated. Would that have had something to do with how Academy numbers were assigned? You can guess a lot about someone by which Academy they went to but I'd never really stopped to wonder about how the Academy numbers were assigned. I remember looking at an ordered list and it jumped around on the world map but at the time I was concerned with what they offered for pilots so I could be completely off target."

This is a story that takes place in an alternate universe where Earth is a part of the Golgo'tha Alliance, a federation of hundreds of planets united by one objective — bringing an end to the ever possible threat known as the urcnu.
All G.A. Officers on Earth swear to that mission but it is those in the Earth-Golgo'tha Unit — spacies to some — who specifically train to uphold it. It is an unspoken understanding that spacies will be there when the ucrnu resurfaces — it is as assumed that they will provide the means to once and for all vanquish the constantly evolving plague.
If you want change, you must be prepared to speed up and pass convention.
